PHNs ARE ONLY PROVIDED TO INTERNATIONAL PERSONS. IF THE EMPLOYEE IS A US RESIDENT OR HAS A U.S. ISSUED SOCIAL SECURITY NUMBER (SSN) NO PHN WILL BE PROVIDED. IN ADDITION, THE PHN WILL BE PROVIDED ONLY TO THE DEPARTMENT CONTACT. THE PHN IS AN INTERNAL, TEMPORARY NUMBER AND CANNOT BE USE OUTSIDE OF VANDERBILT IN PLACE OF AN SSN. THE PHN IS NOT A U.S. GOVERNMENT ISSUED NUMBER AND TO USE IT OUTSIDE OF VANDERBILT AS AN SSN IS A VIOLATION OF FEDERAL LAW. PHNs ARE ISSUED TO THREE GROUPS:
1. International Employees who have not yet received Social Security numbers (SSN) except Vanderbilt-sponsored F-1 and J-1 students. All F-1 and J-1 students who received an I-20 for Vanderbilt's ISSS must use their school ID number as a placeholder number until the SSN is received.

2. Non-employee Researchers or Collaborators who need a VUNet ID. These persons must be international persons who do not have an SSN.
3. International Business Visitors who need a VUNet ID.
A REQUEST FOR ACCESS TO THE INTERNATIONAL TAX DATABASE (GLACIER) MAY BE MADE BY THE DEPARTMENT OR INTERNATIONAL EMPLOYEE. ACCESS INFORMATION WILL BE PROVIDED ONLY TO THE EMPLOYEE REGARDLESS OF WHO GENERATED THE GLACIER REQUEST.
