PHNs are only provided to international (non-students) WITHOUT a US-issued SSN or ITIN. If the employee is a US citizen or permanent resident, or has a US-issued SSN or ITIN, a PHN is not needed. The PHN should NOT be given to the international person. It is an internal, temporary number that cannot be used outside of Vanderbilt. THE PHN IS NOT A U.S. GOVERNMENT ISSUED NUMBER AND TO USE IT OUTSIDE OF VANDERBILT AS AN SSN or ITIN COULD BE CONSIDERED FRAUD AND IS A VIOLATION OF FEDERAL LAW.
International Employees (H1B, J-1, J-2, TN) who have not yet received a Social Security Number are the primary recipients of a PHN. This includes Non-Employee Researchers and Collaborators who need a VUnet ID and will also be placed on payroll, and those that need a VUnet ID and access to the Learning and Course Management Systems (LMS/CMS).
All F-1 and J-1 students who are sponsored by Vanderbilt must use their Registrar-issued Admission Number as their payroll PHN until they receive their SSN or ITIN. This number most commonly begins with a 9. The department can contact the Registrar's Office or the ITO (via email) to obtain a student’s Admission Number.
PHNs issued by the ITO are for use in the Oracle payroll system. If the individual is not going to be put on payroll, your access should come from Partner Support. In the event that an international is not on payroll, does not have a SSN, and requires a VUnet ID for systems access only, please contact Partner Support to discuss issuance of a PHN for these individuals and for assistance with inviting them to claim a VUnetID.

A REQUEST FOR ACCESS TO THE INTERNATIONAL TAX DATABASE (GLACIER) MAY BE MADE BY THE DEPARTMENT OR INTERNATIONAL EMPLOYEE. ACCESS INFORMATION WILL BE PROVIDED ONLY TO THE EMPLOYEE REGARDLESS OF WHO GENERATED THE GLACIER REQUEST.
